Update: Police informed the man that he could be prosecuted for making terrorist threats, but determined that the man was talking out of frustration over having his car impounded, and wasn’t really likely to carry out such a threat. He wasn’t arrested.

Tracy Police logged 161 calls on Monday, including the following reports:
3:24 a.m.: Three suspicious-looking people were seen on the 1500 block of Spring Court, possibly casing houses. They were gone when police arrived.
4:00 a.m.: Someone stole gray SUV from the 900 block of Grant Line Road after smashing open the window. A neighbor reported that another car also had its window smashed out. Police made a traffic stop near Interstate 205 on a gray SUV matching the description of the stolen car, but it turned out to be a different car.
8:53 a.m.: A man on the southern part of town reported that his brother, who has a prison record for assault, threatened to come over and shoot him.
11:13 a.m.: A city worker reported that some parents of suspected park vandals threatened him. The city worker confronted a dozen or so youths in a park Saturday night after learning that some sprinklers had been broken. The youths left, but the father of one of the youths and some other adults came to the park and confronted the city worker. The group then followed the city worker to Save Mart at Schulte Road and Tracy Boulevard, vandalized the city truck and threatened to beat up the city worker, who in response, punched one of the people.
2:46 p.m.: A woman reported that her ex-boyfriend was using the Internet to distribute a sex video of her from when she was a minor. Police contacted the operators of My Space and the video was removed.
3:18 p.m.: A woman on the 1900 block of Paradise Valley Court reported that a neighbor’s German shepherd was loose in the area and attacked her Chihuahua as she took the little dog for a walk. The Chihuahua later died at the animal hospital. Police took a report.
5:44 p.m.: Police arrested Justin Thomas Scott, 23, on suspicion of rape and oral copulation by force or fear after he was picked up by the Merced County Sheriff’s Department. He was wanted in connection with a case from September 2008, where the victim went to Tracy Police headquarters to report the incident. He was booked into San Joaquin County Jail and held on $150,000 bail pending a Monday morning court hearing in Manteca.
Update: Both Scott and the victim, who was 15 when she reported the incident in September 2008, were from Livermore at the time of the incident, which happened in August 2007 when the girl was 14. They were at a house in Tracy when Scott allegedly forced the girl into the sex acts. Scott was named in the report and police obtained a warrant for his arrest. Yosemite National Park Police found him last week and handed him over the Merced County Sheriff's Department.

Of course no one is required to "validate" their opinions on a public forum such as this. But I am also entitled to ask TCY1 how he validates his assumptions, and he can either chose to or not. No big deal there.
My standing up for those I help in this instance is just simply because I help a lot of good, law abiding people. I wanted to voice a first hand view at what I see everyday at work and not what the media portrays. I hate that some people assume that because you receive aid you are a low life, lazy trouble maker. The majority of my clients are in crisis situations and truely need help.
Txpayer, no hard feelings towards you or any other poster. Im just voicing my opinion as are you.
And, as you stated assumptions come from life experiences... My experiences as a case worker makes assume that those on the outside looking in, don't get the whole picture sometimes...

And those who made the attack on the city worker MAY have been NON welfare receiving American citizens... We could go on with the MAY have's for ever.
The Tracy Press says the incident happened on a Saturday night. Many people don't work on Saturday nights.
How is the asumption that they were welfare recipients or illegal immigrants validated?

BUT as I said to txpayer, I was commenting on TCY1's comment assuming the parents were welfare parents. I didnt mention one thing about the attack, or one thing about immigration issues in this country.
My point is simply that people on welfare are also decent people. They are decent people.
And to answer your queston Victor-
The cross-section of people who are stuggling come in every race, every religion, every sex. I see more and more MEN who have been laid off who are now coming in dispite their pride, and asking for help. Please also know that welfare is not just Cash Aid and Food Stamps, it is also Medi-Cal health insurance. We have thousands of people, especially the elderly who are on govenrment paid health insurance through the Medi-Cal program.
An attack on the worker for doing his job can not be justified or rationalized... what I am saying is not being understood by you, TCY1, and txpayer's head if that is all you take from my comments.
I don’t believe your stats. And are you trying to rationalize their behavior by saying it’s okay to attack government employees and damage government property? I bought that truck and if the worker has to go out on disability, because of the attack, I have to pay for that too!

Come into my office and take a look around if you don't believe my stats. Take a look around you in your own community and you will see the middle class is no more. These are the one's coming into my office applying everyday. Each case worker has a case load of over 400 clients. We are booked out months for people apply for aid. You don't have to believe my stats, I live my stats everyday when I go to work at 7:00 am as a public worker. I too am a taxpayer, I too work for the public, I too work for the government.
And believe it or not, most of my clients have held jobs before, and some hold jobs now. This makes them tax payers too! The little piece of money that we give families to survive on in the welfare system is very small. An example for you... a family of 4 receives a maximum of $788 dollars a month. That's it. These are not people getting rich off the system. Sure there are those who cheat the system and who are not trying to work or better themselves... but there are those who cheat the system who also who make millions of dollars a year. And those millionairs go on to do this for years and years. Our welfare system only give adults aid for 60 months max. After that, the adult is taken off and the aid goes down to only cover the children. And if the child was born while the parent was on aid , chances are that child is not aided at all.
So txpayer, you are entitled to your opinion, as I am to mine... but don't tell me about rationalizing anything. My comment was about the post about "welfare parents" I said nothing at all about the attack on the worker. PLEASE SHOW ME WERE I AM RATIONALIZING THE ATTACK. What are you reading???
Why don’t you tell us about your cross-section of people who are struggling? You and Aztec just don’t get the point TCY1 is making. He understands anyone—that is, anyone from any race—can be irresponsible, benighted, slovenly, and indolent.
But please do not discount the social reality of those groups who most comprise the cognitively-impoverished class right now, at this juncture, in our history.
This country must put a stop to legal and illegal immigration because the alternative is a half-billion population in the next one-hundred years. The data is available. Too many cognitively-impoverished people without ambition or moral values are over-breeding. You go to any city with a population exceeding one-hundred thousand in this country, including Stockton and Modesto, and you will see squalor upon squalor (this is the fate of Tracy).
I endorse zero-population growth, not because of any race. We don’t need a planet of 10 billion people (space colonization is still millennia away).

Thank you for the comment. I understand that everyone is under a lot of stress right now, and feeling the strain of the economy. We are all looking for someone to put the blame on.
I usually dont comment here, but when I saw what TCY1 wrote, I had to respond.
As a case worker I see a cross section of our community who need help for themselves and their children. I just dont like for people to get caught up in what they think the typical welfare recipient is, because you would be surprised who comes in my office for help.
Also, doing the work I do keeps me humble because I know that I could one day be on the other side of the table.

There's an old word for able bodied folks who make lots of babies but don't/won't work and provide their families. They're called pus_ies. Ever considered military service for those young enough to do so?
I am a case worker for the Welfare department and I will ahve you know, about 75% of my clients are single white females. Also a lot of the "welfare parents" as you say, are hard working individuals who lost their jobs, going through life changes such as divorce, and other such things that could happen to any one of us.
You shouldn't be so judgemental, especially with the state our economy is in right now. You could be one paycheck away from being in my office as one of my clients...
