Tracy couple pleads not guilty to arson charges

A Tracy couple pleaded not guilty today to charges they burned down their home and tried to defraud an insurance company.

William Tipton, 31, and his wife Frayba Tipton, 35, will be back in court in Nov. 19 so their attorneys can discuss the evidence against their clients.

William Tipton’s attorney, Kirk McAllister, and his wife’s attorney Timothy Rein said they’ve so far received little of the evidence that prosecutors must share with them.

The couple has been charged with burning down their $1.2 million Fabin Drive home in a scheme to collect insurance money. Several firefighters got out of the home about 30 seconds before the roof collapsed, according to Division Chief Germaine Friends.

William Titpon has also been charged with grand theft.

Prosecutor J.C. Weydert today tried to get the Tiptons to tell the court where they are now living, claiming they’ve dodge process servers and are making no payments on four cars they own.

Weydert said if the couple refuses to make payments or give the cars back to the finance company that owns them, they could be charged with auto theft.

But Rein objected, and Judge James Cadle said the couple has shown up in court on their own and there was no good reason for them to declare their address.

Frabya Tipton owned A+ Realty and Mortgage, while her husband used to own West Coast Realty and Mortgage. William Tipton was booked in county jail late this summer on $300,000 bail, but was released due to jail overcrowding.

Im sure many of you remember Leesa Ward and how she skipped town with millions of dollars of investors money and leaving nearly a dozen homes in foreclosure? SHe moved somewhere in the midwest. Well Billy was in 'bed' with her as well scamming people and doing the mortgages on the homes for Leesa Ward. Leesas sister and husband, Larry and Maria Mekus, also were in on this and left to live in Florida or Georgia. Talke about a scumbag couple! Billy and his wife (that looks like shes about 50) are nothing more than greedy scumbags trying to live a Mercedes lifestyle on a YUGO bank account..so they resorted to burning their own house down and claiming a bunch of propety (that they purposely took out before commmitting arson) was burnt in the fire. THis is why Billy Tippytoes is facing grand theft and insurance fraud...not just because of the arson but because of false claims that cars, expensive clothing,furniture,etc was burnt in the process..& They are stupid enough to drive these cars around town (and not making payments )...cars they claimed were burned in the fire! HOW STUPID CAN YOU BE!!?? WORK FOR YOUR MONEY BILLY AND AFGHANI FRAYBA! THE GIGS UP! GET A JOB AT WALMART OR WIENERSCHNITZEL! NO MORE REAL ESTATE BUSINESS FOR YOU...AT LEAST NOT IN CALIFORNIA!!

These two deserve nothing less than jail time and heavy fines because they are nothing more than crooks who have stolen from innocent victims. What do I mean by this? A few years ago when I first got my real estate license I just happen to choose A (in reality should have been called "F-" or F!#*ing losers)to begin a new career. After just 2 weeks I knew something wasn't right and realized after talking to the other "agents" who were not licensed, Frayba and Billy were already running a scam long before this insurance fraud even happened. I soon left but not before calling a state personnel in charge of real estate/lending to report them--Unfortunately the state needed victims to testify, however, I didn't know any of the victims and would have to risk my own identity to these crooks and that was too risky for me. I tried to ask the state personnel if they could send someone to investigate the company, but they said they couldn't until a victim came through--This is too bad, the investigation could have prevented further illegal and fraudulent activities including Frayba and Billy burning their own homes and almost killing firefighters trying to put out the fire. And what about their neighbors?? What if it burned their house and killed people in those homes?? That's what I'm talking about--they are losers who don't give a S#*T about anyone but themselves.

It's also about KARMA--it's caught up to them and I hope they get what they deserve!!!

I just do not get it! These people are losers & care more about living a so-called lavish lifestyle.. but when they had to pay for it, they could not foot the bill. They stole peoples money and they are liars. I really hope the children do not think this is what decent parents are to do. No matter if they did not se the home on fire and almost kill people. They still proved to be TRASH! I do not live the life they live, I do not have all the material things they have (or had). But I can say that I worked very hard for what I do have and I did it as a decent honest human being and I know in my heart my children are being rasied that way too. Shame on you Billy Tipton and your old a@@ wife. I hope you get left with nothing after this is all over and you have to actually are forced to "work" for what you want. All that just to have the finer things in life..is it really that worth it? You should have thought more about the priceless things in life..your poor kids.

Since they refused to divulge their living address to a JUDGE does this mean that persons who are stopped on the street by the POLICE have the right to refuse to give their address too? WTF? These two are up on charges of arson, fraud, grand larceny. They are also alleged to be behind in their vehicles lease payments. Having an address would give repossessors a location to pick up the vehicles. If I'm ever in a position like these two I hope to have their attornies and this same judge sitting in on my trial.
