A four-hour standoff tonight between a police SWAT team and a man at a Chesapeake Bay apartment building in southwest Tracy forced dozens of residents to evacuate while officers negotiated for a surrender.

At 11 p.m., a man was taken into custody and transported to a hospital for evaluation. It turned out he was alone in the apartment.

An 9-1-1 call at 7:13 p.m. had alerted Tracy police to a hysterical man who told dispatchers he may have gravely injured another man in the northwest corner of the apartment complex on West Lowell Avenue.

Officers arrived shortly afterward and started negotiating with the caller, repeatedly asking to speak to the victim. The caller was uncooperative.

Police records show that the man kept saying "just want to let you know," but not finishing that thought. He said, "I'm gonna kill this son of a (expletive)," before hanging up.

When police called back, records show that he kept screaming "oh God!" He admitted to having a gun and said he used it, the police log said, and shot a man in the neck.

He said the man was his daughter's boyfriend.

When police asked him to put the victim on the phone, he agreed, but only disguised his voice. The police log said the man kept talking to himself.

Apartment residents were evacuated from the building where the man was holed up and in two adjacent buildings, and no one was allowed to enter the complex.

Finally, the SWAT team broke down the door, entered the apartment and saw the caller was alone. He was uninjured but confused.

Police spokesman Sgt. Tony Sheneman said the arrested man's name would not be released.

There were no other occupants of the apartment, and the man was naked when he was found, holding only a cell phone.

An ambulance was stationed near the complex, in case of injuries, along with Tracy fire personnel, and a helicopter was on hand in nearby Clyde Bland Park.

The complex was expected to reopen by 11:30 p.m.
