A local memorial is pending for Fran Hicks Harper, 67, a former Tracy resident, who died July 24 in Texas.

Mrs. Harper was born in Illinois on July 18, 1947. Raised in Tracy, she was a member of the Pentecostal Church of God for many years. She moved to Texas to be near her daughters.

Survivors include two daughters, Shannon Merrill, and her husband, Glenn, of Texas and Kimberly Scarbrough, and her husband, Duane, of Nevada; three brothers, Jim Hicks, and his wife, Bev, of Nebraska and Richard Hicks and Dean Hicks, both of Tracy; two sisters, Jennie Weinreich, and her husband, Don, of Citrus Heights and Diane Sinclair, and her husband, Don, of Manteca; and nine grandchildren.

Also surviving are several stepchildren and step-grandchildren.

Preceding her in death were her husband, Ralph Harper; her parents, James and Virginia Hicks; and a brother, John Hicks.
