Last week’s Remember When mystery photo, above, showed former City Council member and Mayor Dorothy Zanussi during a council meeting. She served 10 years on the City Council, beginning in 1981, including a term as Tracy’s first female mayor. She died July 12, 2004, at the age of 95.

Identifying her in the photo were Roxanne Felver, Jocelyn Costa, Mayor Brent Ives and Terry Brown.

This week’s Remember When mystery photo, at right, shows a Tracy resident holding a plaque featuring a railroad engine. Who was he, and what was the occasion — and when?
