A luncheon, parade and dedication ceremonies featuring a talk by Gov. Earl Warren at the Tracy Pumping Plant officially opened the CVP project.
Evelie Grebil and Janet Giffen identified Frances Kelly in the photo.
Larsen Park, next to Poet-Christian School, was named for Larsen.
