Kim Simmons of the Tracy Police Department’s VIPS program talks to Frank Gains at the Highland Avenue National Night Out block party Tuesday.
Law enforcement officers and volunteers, like Simmons, talked and ate at barbecues organized by Neighborhood Watch groups and the police as part of the annual event that is designed to pull neighbors together to face crime in the community.
