A person on the 1900 block of East Street called police at 2:52 a.m. Thursday and said that a man with a flashlight was looking inside cars and took property from at least one of them.
Police stopped the man, identified as Jean Claude Comphel, 27, of Tracy, and arrested him on suspicion of drug possession. Police also found a car stereo, but classified it as “found property” because they were uncertain of where it came from.
