Sgt. Charlie Katzakian of Deuel Vocational Institution was lucky enough to carry the Special Olympics torch on Wednesday as it traveled through Tracy on its way to Livermore and its final destination, Berkeley. DVI’s Sgt. Robert Roy (left) and Detective Octavio Lopez (right) were among seven officers who joined the run.
