The shooting happened outside of Tracy Interfaith Ministries, 311 W. Grant Line Road, at around 1:15 p.m., according to Capt. Juan Espinoza of the Tracy Police Department.
It’s unclear how it started, but two people — a man on a bicycle and a person inside of a GMC truck — allegedly fired several shots at each other, Espinoza said.
One person inside of the truck suffered at least one gunshot wound and was taken to the Sutter Tracy Community Hospital in the truck immediately after the shooting, Espinoza said at the scene.
Espinoza would not release a description of the man on the bicycle, but did say that initial reports indicate the shooting is an isolated incident.
“We have investigative tips that we got, and we are trying to stay ahead of him,” he said. “We are going to put all the resources we have available to solve this. The safety of the community is paramount, but at this point, I don’t believe the rest of the community is at risk.”
At the hospital, three bullet holes could be seen around the passenger side door of the two-door truck. One bullet hole was visible in the windshield, and it appeared that the driver’s-side window was shattered.
The holes were roughly the size of a quarter.
The truck has two exhaust pipes, a silver front bumper and chrome rims and windshield wipers.
Espinoza said information about how many shots were fired, who started the shooting and why it happened was unavailable because investigators were still collecting witness statements and evidence outside of Tracy Interfaith as of 2:30 p.m.
The victim’s condition and how many times he was shot were not available, Espinoza said.
It’s also unclear if the person wounded inside the truck was the second shooter.
Officers were checking the outside of the Tracy Interfaith building for bullet holes, but Espinoza could not confirm if any were located.
No other injuries were reported, Espinoza said.

Police have arrested a teenager they say rode his bike up to a pickup and shot one of the occupants on Friday near Interfaith Ministries.
Police said both the suspect, who is 16, and the victim, whose age was not released but is in stable condition with two gunshot wounds, are gang members.
The suspect was on active probation for armed robbery, police said. He was arrested on suspicion of attempted murder, being a felon in possession of a firearm and gang enhancements.
Police said witnesses helped them identify the suspect, who was not armed when he was arrested around 5 a.m. Sunday.
I would imagine it would be of high concern since the CT was a few hours earlier before this one.

does that mean one cop, two what? He makes it sound like the entire department is going to investigate this crime cause the "safety of the community is paramount" but then he apears to contradict himself by saying he doesn't believe the community is at risk.
Does he just show up to get a photo and quote to appear like he knows what he's doing? thank,goodness there are some real cops in that department.
I sincerely hope, Mr. 1210, that you're being sarcastic here. Entire complexes full of low income and section 8 has proven tragic throughout the U.S. Cabrini Green, Pruitt Igoe, and every single high-rise government housing facility in San Francisco have been torn down because of concentrated crime. It's much better to break things up a bit, and although people will have a NIMBY attitude about mixed section 8 in their neighborhood, everyone is generally better off that way.
These criminals are shooting themselves, and need to realize that it is not accomplishing anything. It seriously upsets me the public gets hurt in the long run.
The public was not hurt here, but it could have been. The community needs to stick together and report any sightings of gang related acts to the law enforcement. Having this done helps the police protect the community which should be done 24/7.
