According to the San Joaquin County Registrar of Voters office, the recall vote to remove Mountain House Community Services District Director Jass Singh passed — 1,136 votes to 780, based on the unofficial final results.
Replacing Singh will be Steven Gutierrez, who earned 727 votes (47 percent) during the special election. He will serve the final two years of Singh’s four-year term.
Corey Strock finished in second with 426 votes (27) and Joshua Anderson rounded out the group with 393 votes (25).
As the election results trickled in Tuesday night, Gutierrez had taken an early lead by more than 200 votes over Strock by 9 p.m. Although Gutierrez did not want to declare himself the winner, he credited his success to a grassroots effort.
“Not a conventional (election),” he said in a telephone interview Tuesday night. “I didn’t put any signage out. I went with the old grassroots door to door, and I put together several meet-and-greets. I guess that actually made the difference.”
Gutierrez said that rather than spending hundreds of dollars on lawn signs, he made donations to local youth groups.
“To me, I thought it was silly to buy all these signs that just have to be thrown away,” he said. “Sometimes people get so tired of mailers and people become desensitized to it. With face-to-face contact, they can ask questions. Going back to old human contact was the success to me.”
Singh, who did not return phone calls this week, was elected to the board in November 2010 with 26.67 percent of the vote (739 votes). Also elected at that time was Celeste Farron, who topped the ticket with 849 votes.
A petition, which contained 838 signatures certified by the county registrar of voters, was the catalyst for the recall.
Many residents have stated that the petition was a response to Singh’s derogatory public comments about members of the community and an offensive hand gesture made during a board meeting in April.
He was officially censured by fellow directors in March and May.
Gutierrez is expected to take over Singh’s seat on the board in December.
