Clayton Sherwood, 19, Daniel Villareal, 35, and Cecilio Rodriguez, 21, were charged with negligent discharge of a firearm, according to sheriff spokesman Les Garcia.
Tracy police responded to a call of shots fired around 10:15 a.m. behind a house on the 11600 block of Mountain View Road, which is an unincorporated area off of Corral Hollow Road. The officers allegedly witnessed one man shooting a handgun in a backyard, accompanied by two other men, Garcia said.
The men were shooting at a tree 10 feet from a neighbor’s fence line, he said.
When Tracy officers identified themselves to the men, Garcia said they ran into the house to hide the gun. He said the men were uncooperative with officers and they wouldn’t tell police where they hid the gun.
Sheriff deputies took over the case from the Tracy officers because the property was technically located in the county.
All three men are expected to be arraigned at 1:30 p.m. on Wednesday in the Manteca branch of San Joaquin County Superior Court. They are each being held on $75,000 bail, according to the San Joaquin County Jail website.

Cause even though it's not your property, whoever got there 1st has the right to control it as they want... regardless of the law which, of course, is "exactly" reasonable.
The rules seem to have already been in place. Did law enforcement change them on the spot?

Another great idea from the safety and security behind the keyboard at home.
The way I read this article is; Tracy PD was first on the scene in an unincorporated part of the city. They put themselves in harms way to investigate and secure the scene. It wasn't until the bad guys were detained when the Sheriff's were called to handle the case which was theres from go.
ICare, instead of second guessing the guys who do what you don't want to becasue you think they or we (city) has problems becasue of them (TPD), think about this:
If we all threw our problems in a pile and saw everyone else's, we'd grab ours back.
