Police: Burglary suspect leads high-speed chase

Tracy police arrested a burglary suspect in Lathrop following a chase down two interstates at speeds that topped 100 mph on Thursday, July 19.

Sgt. Tony Matuska, who took part in the pursuit and was the officer to arrest the suspect, said Filipe Hernandez Jr., 29, faces charges of burglary, possession of burglary tools, receiving stolen property, evading police, driving with a suspended license and entering a house without permission from the owner.

Hernandez reportedly fled from police in a Buick Regal after a witness saw a man breaking into a pickup near the Tracy Costco at 3250 W. Grant Line Road around 4:45 p.m., Matuska said. While officers were looking for the suspect, Tracy police officer Marc Bergman reportedly saw Hernandez in the process of breaking into a pickup in an area parking lot.

“Officer Bergman saw him, and the guy jumped into a car and took off,” Matuska said.

Hernandez allegedly led Tracy police and a California Highway Patrol car east on Interstate 205 to Interstate 5 at speeds hitting as high as 110 mph.

Tracy police Capt. John Espinoza said officers continued the pursuit with the assistance of the CHP, who took over the chase on I-205. He said the decision to continue chasing Hernandez was based on a number of factors, including speed, road conditions and how the suspect was driving in heavy to light traffic.

“The officers don’t take pursuits lightly — it’s a balancing act whether to pursue or not,” he said.

Hernandez ended the car chase when he turned off I-5 at Louise Avenue and Harlan Road and ran from his car at the Tower Mart in Lathrop, Matuska said.

Matuska said Hernandez then started to jump fences, and at one point ran through a house and fled into the backyard.

Matuska said he caught up to Hernandez at a nearby Starbucks.

“He jumped the fence to Starbucks, and I saw him jump the fence in the parking lot,” Matuska said. “He matched the description, and I detained him at gunpoint.”

Police recovered three car stereos, two GPS units and two stereo speakers. The victims of two of the alleged thefts have been identified, police said, but one of the stereos has yet to be claimed, police said.

“It’s very often these people are involved in a large number of thefts — hard to say how many he was involved in,” Matuska said.

Police ask anyone who had a stereo stolen around the time of the alleged burglary in the shopping center near Walmart and Costco on Thursday to call 831-4550.

As of 5 p.m. Friday, July 20, Hernandez was in custody in San Joaquin County Jail in French Camp on $150,430 bail. He is scheduled for arraignment in the Manteca branch of San Joaquin County Superior Court at 1:30 p.m. Monday, July 23.

I comprehended "could be viewed" as an implied threat. -

And Ornley, saying I'm a cop whether I am or am not . Can not be viewed as a violation of the law, because it isn't. Plain and simple. Can't be prosecuted for it.

And what happened to " it's ok to disagree but making personal attacks just isn't right". Cause saying I have serious mental problems isn't a personal attack in your world, is it?

And really, you expect someone to "comprehend" words like; ta, th, fer, yer, ya, larn, cus. Really?

And actually being a cop does make someone an authority on legal matters.

I look forward to your jumbled reply in your jumbled language that apparently keeps you anonymous , but yet you state people know who we are? Hmm, so if that's true then your dimwit language is just because you can't speak or write proper english? Fer now I'm dun wit yo!!! There now nobody will know who I am.

Great job everyone from the TPD. They now have a Chief who know's what he is doing. Unlike the previous chief who (in my opinion) did not.

It's OK ta disagree but makin personal attacks an threatenin people's jobs just ain't right.

Also, passin yerself off as a cop or a former cop when ya weren't or ain't could be viewed as a violation of th law an get ya prosecuted fer it.

Saying you were a cop or former cop isn't against the law, you have to combine that with a direct act, such as stopping someone, or obtaining info from someone in a police capacity.

And like you say, if the people know who I am in this blog, then they do know I was in law enforcement.

I didn't threaten anyone's job. I told him that if he doesn't change with the times and new laws, then a jury that doesn't understand what he does will end his career. Just ask a certain Berkeley cop that went to jail when he made a mistake.

And who made you the blog police? you have no business saying what is appropriate or not. And then making a incorrect ASSUMPTION, and yourself threatening that I could be prosecuted for saying I was a cop.

If your going to pretend to be all knowing you should at least

The problem here, is the tracypress.com has little or no moderators to clean up their website. They came out and said they have a policy, but it seems to me they do not care to enforce their policy as long as it is to their political benefit.

I think, prime example was when the tracypress.com allowed tommybahama to attack Janet for a period of several years.

If you ask me they probably do not care about Tracy anyway, since it is owned by a Texas company.

Now that we have a qualified chief that is beyond your control you attack the police for doing what they are paid to do, at considerably risk to themselves? The same cops you vilify for having a decent pension and medical benefits? Why don't you do everyone a favor, retire for everyones sake.

What does the most recent legislation about police pursuits talk about? yes, mighty midget, there is law now in California that deals with police pursuits.

Good intentions and stupidity is still stupidity.... Be careful. You will be judged by civilians that don't understand what you did in a split second...... I was a cop.

Hello,,,, 8 years a cop WOW..... your at the stage in your career that most cops are injured or killed because they think they have seen it all and can't be hurt. They then relax, and then they are injured or worse.

Realize I support the PD 100%, but not everyone there, or every decision that's made. I hope you make the next 22 years safe.

Great job TPD. Many thanks to Officer Bergman and Sgt. Matuska. You two did a phenominal job. It must be nice to have someone like Capt. Espinoza allowing you to use your own judgement in these situations.

If the former chief (janet thiessen) were here she would have disciplined you for doing your job and catching the criminal.

Way to go TPD.

How bout the severity of the crime, capt. Integrity? Might that be something an officer would include in his decision to chase or not?

Simple property crime= 100 miles an hour, explain that to the people the suspect kills, when his untrained a** kills someone

4:45pm on a Friday is a parking lot, hope Leon has money set aside for the wrongful death lawsuit. Maybe measure F will cover that one.

Way to armchair quarterback pink! If they had found a dead person in his trunk or assault weapons would you be happier? How can you know what else a person has done or has hidden in their car to make them flee the scene at such a high speed?! I don't want to live in a world where criminals know all they have to do is drive like hell to get the cops to back off and then they can get away! That would only encourage them to do it more. They need to have stiff penalties for criminals who do this.

Great job officers, especially the one who got him at gunpoint!

Hey Ellie,

The cop can't say well maybe there was a dead body in the trunk so I shot him. They have to go on only the facts at the time and evaluate whether to chase or not.

Some schmuck stealing car radios does not justify 100mph chase during commute traffic.

Just like capt. Integrity said, it's a balancing act. Severity of the crime vs. danger to the public.

Great police work; thank you Capt. Espinoza...some have enough courage to

challenge the criminals. Might slow down at least another criminal if he thinks about our law force. Thank you.
