For the first time in its long history, voters have passed a bond to help fund improvements at the rural Jefferson School District.

A bond that could generate up to $35 million to modernize schools in the district needed only 55 percent approval to pass, but nearly 66 percent of voters checked the “yes” box.

The burden of paying the bond off will fall to property owners within the Jefferson School District boundaries, to an estimated tune of $23 per $100,000 of assessed property value.

School district officials have said the money from the bond will be used to update fire alarms and security systems; remove asbestos, lead paint and hazardous materials; repair leaky roofs, deteriorating plumbing and heating and cooling systems; as well as other bricks-and-mortar improvements.

A citizens bond oversight committee will also be created to act as a watchdog.

The district includes four schools for kindergarteners through eighth-graders: Monticello, Hawkins, Traina and Jefferson.

There is a pretty good chance that your $800 annual assessment is being used to service bonds that were sold years ago. This money "might" have been used to build schools, roads, etc., years ago. In other words, the schools don't see a dime of that money as you may very well be paying off an old debt.

I used to have to pay something similar called a Mello-Roos but I was able to make a lump sum payment to close it out about 10 years ago. Seems like I paid the equivalent of 3 years in a lump sum. As I recall, and I haven't thought of this in years, is that Mello-Roos had a bad name and made houses hard to sell, so they changed the name to Community Facility District so the real estate companies could brag about "no mello-roos" even though you got hosed the same.

On your tax statement, you might see mention of CFD 98-1 or something similar to that.

And of course, I might be entirely wrong about this as this is all from memory cells in my that are aging and being killed by Tequila as I type.

Nicki2, I'm very sorry your child got sick from lack of air, that is a problem - that is a problem that can be fixed by the $$$ the state - yes the state gave three years ago to the school to fix older schools, that happened to a few schools in Tracy, Where do you think Tracy High, North etc got the money to fix the heat/air, roofs, plumbing? Trust me when I tell you about old schools but please answer this, where is the money going that was designated for that? like I said $800. a year just from me on property tax assessments going to the Jefferson school district to keep up the air/heat, plumbing etc.

8 to 10 years ago Jefferson school received new classrooms, work on plumbing was done a new roof etc. yes it's an old school! that's why money was assess on property taxes for the last 10 years to go to the schools, I've lived in Jefferson district for over 10 years times that by 800, that's $8000. just from my home not to mention the hundreds of homes paying the same tax. Again, I'm very sorry for your child - I really do understand that! But where did all the other money go? if 800. a year from each home owner can not be accounted for than how will the extra 100 a year be accounted? That's all I want to know.

Please tell me what is new/updated at Jefferson?

They just had to bring bottled water in because their drinking water system broke. The classrooms are a nightmare. There is no air conditioning half the time. My child has been to ER because of the heat with no A/C and it caused him to have seizures.

I'm sure if your kids were still there you wouldn't be griping.

I don't have a child in the school system yet, but

I am all for updating schools. Especially, if it's for the health, wellness and saftey of my child. If you don't care about that, then you have bigger issues.

I’m so upset because this bond was passed, don’t get me wrong schools are very important, BUT my property tax along with everyone in the Edgewood community pays an assessment tax, $800. A year goes to the schools this is on top of our regular property taxes. These $$$ are supposed to be spent on up keep of the schools – I realize Jefferson and Monticello are very old schools, but not too long ago they were updated – I know because they did it when my kids went there and they are only 20 as for the other two school – HELLO they are new!!! What were you people thinking??? As far as the parents that want their children in Kimball because of “test scores” Kimball has only been open two years it has nothing to compare to – Don’t forget Tracy High has an outstanding IB program and West High has an outstanding Space and Engineering program, I know this because my four children each had an opportunity to attend their school of choice because of the programs, the question here is the BOND – we do not need it but you voted for it – why I will never know??? I do know my once peaceful neighborhood with Traina School is going to hell because people can’t afford to live there and with more taxes – what do you think will happen? Before this measure my property taxes total over $5000. A year. People of Jefferson area check your facts! The school is only as good as the teachers and your involvement – BONDS don’t make good schools!!!!

Yes great idea Kimball is the best high school here. They will have the highest Star ranking. Most kids assigned there are from Redbridge /Laurence Ranch/Sterling park /Madison. I think I heard next year district is opening up magnating to all kids if new school has better ranking. South tracy really gets neglected on high schools.

I voted for this, we have to keep the Jefferson school district nice.

How ever, more needs to be done to get all Jefferson kids zoned into Kimball, if the talk holds true and they have higher test scores.
