Today’s Remember When “mystery photo” shows construction under way on a new public building in Tracy. Clue: The building’s replacement is under construction today. What is the building, and when was work being completed in its interior

Last week’s Remember When “mystery photo” took us back 30 years, to the election of 1976. Local Democrats gathered to support Carmen Perino (center) in his bid for the state Assembly. Left to right: Roy Sissell, Tony DeCriscio, Perino, Ray Morelos and Ted Mackjust. Jim Dameron called to identify Mackjust as a Southern Pacific engineer “and politician.” In the November 1976 election, Perino, a former San Joaquin County supervisor from Stockton, defeated incumbent Republican Doug Carter for the 26th Assembly District seat.
