This is the preliminary agenda for the regular meeting of the Tracy City Council at 7 p.m. Tuesday at City Hall, 333 Civic Center Drive.

Special meetings

• At 6 p.m., review the proposed fiscal year 2014-15 fire department budget and the cost split between the city of Tracy and the Tracy Rural Fire Protection District

• At 6:55 p.m., authorize payment in the amount of $40,000 for the purchase of aviation fuel to be sold at Tracy Municipal Airport

Discussion items

• Public hearing to consider a preliminary and final development plan application for a car wash and vacuum service in the western portion of the Tracy Marketplace

• Public hearing to consider a vesting tentative subdivision map and a preliminary and final development plan amendment to construct 60 duplex units on roughly 4.32 acres at the northeast corner of Lammers Road and Feteira Way

• Council update and discussion regarding aquatics center negotiations. Provide direction to staff to negotiate with Wild Rivers LLC for development of an aquatics center at the Ellis location

• Update and further direction related to an amendment to the amended and restated development agreement with Surland Communities LLC for the Ellis development on about 321 acres at the northwest corner of Corral Hollow and Linne roads

• Selection of an executive search and consulting firm to recruit for the city manager position

• Acceptance of a report regarding the city’s internal control work plan

• Review and discussion of priority projects, including strategies adopted June 18 by the council. Approve recommendation for deadline adjustments on specified action items

Consent calendar

• Approval of the final subdivision map, subdivision improvement agreement and deferred improvement agreement for Tiburon Village, Ventana subdivision

• Approval of permits for the consumption of alcoholic beverages on city streets for the following events: city of Tracy downtown block parties on May 2, June 13, June 20, July 11, July 18, Aug. 1 and Aug. 15; city of Tracy “Girls Night Out” event on May 9; Chamber of Commerce “Fourth of July Celebration” on July 4; Tracy City Center Association “Fall Wine Stroll” on Sept. 27; and city of Tracy “Girls Night Out: Witches and Broomsticks” event on Oct. 24

• Approval of Amendment 1 to the memorandum of understanding between the city of Tracy and the West Side Pioneers Association

• Authorization to amend the city’s conflict of interest code

• Approval to extend by 18 months the exclusive negotiating-rights agreement with Combined Solar Technologies Inc. for a green energy and thermal desalination project

• Approval of an exclusive negotiating-rights agreement by and between the city of Tracy and Becker Commercial Properties for city-owned properties near the northeast corner of Naglee and Grant Line roads and the southwest corner of Naglee Road and Pavilion Parkway
