Police tonight arrested two men they believe are connected to the beating death of a woman in the Green Oaks Mobile Home Park.
Robert Plunkett, 39, and Jorge Morgan, 24, stand accused of killing 58-year-old Cynthia Ramos. Both men lived in the same mobile home park as the victim.
Ramos was dead when police showed up at her home, space #44, a pink single-wide mobile home close to the northern entrance of Green Oaks Mobile Home Park, 2929 N. MacArthur Drive.
The woman’s roommate came home late in the day and called police at 4:42 p.m. to report that the woman was dead and appeared badly beaten, Watney said, adding that it’s too early to release more details.
The roommate told police that when she pulled up to the home, she saw people running from the back of the trailer, and one was carrying a small safe, according to the police blotter.
The victim had severe head injuries, police said.
Police strung up crime scene tape around the home and stationed police cars at both entrances to the northeastern Tracy neighborhood. At first, they wouldn’t allow anyone in or out, but around 5:30 tonight, they let people through as long as they submitted to a search and gave their names to investigators.
A few tearful relatives showed up to the park this evening. Police escorted them to a corner of the park as detectives gathered outside the dead woman’s home and neighbors stared at the crime scene.
Neighbors said they didn’t hear gunshots or a loud noise, and only found out about the incident when dozens of police showed up and cordoned the place off.
The woman’s slaying marks the second murder this year in Tracy following the killing of 8-year-old Sandra Cantu in late March.

Just because???? That is so LAME. Either you were too weak to stand up to your peers or just plain heartless!!!
Beating someone to death isn't always personal. Sometimes it's just not premeditated and the killer, without a gun, knife or other "normal" weapon, instead chooses something nearby, like a blunt object of some kind.
There's also the possibility that, even though they all lived near one another, the victim never met the two suspects before the incident. It's definitely a possibility.
