A teenage girl told police at 12:29 p.m. Monday, July 23, that she was kidnapped and raped by a man at an apartment complex in Tracy on July 19. The teen, who was wanted by Stockton police as an alleged runaway, told investigators that a 19-year-old man pulled his car over on a Tracy street and started talking to her before he pulled a gun on her and ordered her into his car.

She said the man drove her to an apartment complex and raped her multiple times. She said he also burned her arm with an unknown object. She told police she managed to escape on Monday and called her former foster mother for help. Police are investigating.

Tracy police received 176 calls for service Monday, July 23. The following is a sample of those calls.

1:03 a.m.: Several drivers were reported doing donuts in the parking lot at McDonald’s at 1820 W. 11th St. They left the area as police arrived.

1:40 a.m.: Police received a few calls regarding a fight on the 1800 block of Lincoln Boulevard. Police checked the area and talked to a group of men, citing one man and towing one car in the area. No arrests were reported.

2:56 a.m.: Police arrested a 23-year-old man for suspicion of drunken driving following a traffic accident near Bridle Creek Circle and Henley Parkway. When found a Honda overturned after it apparently hit a tree.

8:28 a.m.: A bicycle was reported stolen from the Altamont Commuter Express station, 4800 S. Tracy Blvd.

8:39 a.m.: A paint sprayer was stolen from the back of a work truck on the 2100 block of Seville Drive. The owner told police it was valued at $2,500.

9:42 a.m.: Police arrested a 26-year-old man for drug-related charges following a traffic stop on the 100 block of Hawthorne Drive.

11:11 a.m.: A panhandling 42-year-old man was cited for outstanding warrants after his dog allegedly bit a landscaper near Walmart, 3010 W. Grant Line Road. The dog was taken by animal control to be quarantined at the Tracy Animal Shelter. The dog punctured the landscaper’s hand and caused him to fall to the ground, causing additional injuries.

2:13 p.m.: Police arrested a 47-year-old man for drug-related charges on the 600 block of West Eighth Street.

3:08 p.m.: Graffiti was reported at El Pescadero Park, 250 W. Kavanagh Ave., and along a few sound walls, including the area around Central Avenue and Sixth Street, MacArthur and Wagtail drives, and Grant Line Road and Ohara Drive.

3:29 p.m.: Police tried to contact a woman on the 1800 block of Birchwood Lane who reportedly wrote a letter to the San Jose Mercury News threatening the president of the United States. The letter reportedly said the president would need bomb-sniffing dogs at the Fox Theater in Oakland, which the president was visiting Monday. Police were unable to locate the woman.

4:41 p.m.: Police are investigating a rape that reportedly occurred in a Tracy park. A teenage girl who was living with her mother at the time of the reported assault told police a classmate tried to rape her, but now lives with her grandmother in another town. She refused to provide additional information when questioned by police.

6:22 p.m.: Someone broke into a house on the 200 block of while the caller was on vacation. He said he also found bullet casings in his backyard.

9:05 p.m.: A caller reported the smell from the wastewater treatment plant was making the residents of a house on the 3400 block of Castle Court sick. Police contacted the plant, and officials there said there were no chemical leaks and that the plant was operating as it always has. The official said recent work on a couple of the facility’s retention ponds where the dirt was being turned could have causing the odor.

9:18 p.m.: Police arrested a 27-year-old man on suspicion of theft at Walmart, 3010 W. Grant Line Road.

11:46 p.m.: A resident told police her neighbor threw a bottle at her when she asked him to quiet his party on the 1800 block of South Central Avenue. Police warned the owner to tone down the party in his open garage.
