Lt. Wade Harper said the injured man was with two other men as they crossed the northbound lanes of Tracy Boulevard near Loma Verde Drive south of Schulte Road. He said the man was hit by a Chevrolet S10 pickup and sustained a lacerated spleen, a fractured bone in his lower body and abrasions, according to Harper.
He was flown by helicopter to Kaiser hospital in Sacramento.
The man’s was in intensive care as of 6 p.m. Friday, and no information was provided by police regarding the driver of the pickup.
A couple who witnessed the accident while traveling south on Tracy Boulevard described the scene as horrific.
Declining to provide their names, the husband said he saw the three men crossing to the median of the boulevard. His wife said she even slowed down for fear they were going to walk into her path on the southbound side of the divided roadway.
“They were crossing super slow,” said the husband, watching the crash from the front-passenger seat of the car. “One guy stepped back or lost his balance (off the median). He hit the truck — launched into the air 50 feet. It was pretty horrific.”
The husband said he ran up to the injured man with the two men who accompanied the 18-year-old. The husband said the teenager was lying motionless in the roadway.
“My first impression was that he was already dead,” said the husband. “I was shocked when I saw him breathing. He was moaning and trying to get up. I told them my wife called 911.”
Police closed the southbound lanes of Tracy Boulevard between Central Avenue and Schulte Road until shortly after 6 p.m. Friday while traffic officers conducted their investigation.
I live off Tracy Blvd/Schulte and have crossed (yes in the crosswalk) many times...and still have to run for my life to make it across. People do not drive the speed limit and they do not give pedestrians the right of way.
I agree many kids walk too slow across the street-while jay walking and even when using cross walks. It is a major concern of mine since I have a teenager myself. They do act like idiots when they are with friends. Why is walking slow "cool"?? I am hoping to share this as another example of how dangerous crossing a busy street (or any street) can be. This part of Tracy Blvd. seems especially dangerous, there have been far too many accidents. Hopefully, everyone can be more aware and cautious and courteous to one another.
It might also be argued his friends didn't either in that they crossed between two intersections an one did not have a traffic control signal, if ya want ta take a narrow view of th law.
But th VC also states that within a municipality that municipality has th authority ta define what is an what is not considered ta be jaywalkin.
In that vein I recomment City Council adopt a local law sayin that on any street that is non-residential or whair th posted speed limit fer vehicular traffic exceeds 25 MPH that it is illegal fer pedestrian to cross the road anywhair thair is not a pedestrian crosswalk regardless if traffic control signals exist or not.
It's unfair ta make motorists guess an stupid ta thank that pedestrians are gonna automatically know whair they can safely cross or not.
So whair th CA VC stupidly doesn't adequately define it it at lest does allow th local municipality ta correct that stupidity.
Th pedestrian that stupidly claim's "I am right" isn't gonna be able ta make that statement if he or she is dead.

You want make a law saying you can't cross the street anywhere but in a crosswalk, in non residential areas where the speed limit is over 25mph.
The city would have to put in many more marked crosswalks to facilitate crossing the street just for the kids to get to and from school.
And if the city made it an ordinance then the ticket would go to the city attorney, not the DA. and there is no right to council or jury trial for an infraction. But we would have to hire more city employees to cover the workload of processing all of the extra citations and hearings that your new law would generate.

Did they use good judgment while crossing the street? Tell you what, every day, when I elect to drive, I witness the poor judgment of young people crossing streets, and many of them do so with this "entitlement" attitude. Now, I don't know what happened here, so I posit no further comment.

Under th strict defination of ConcernedTracyResident's understandin of jaywalkin an whair th word came from, it was a poor decision on th part of ta person hit that initially was th root cause of th accident.
Yep, parhaps th driver should have been more attentive but if th kid/kids hadn't exercised poor judgement th accident would never have occured.

I saw the commotion with the medivac and was very worried about both the driver and the j-walker. Hey I have to say Im not perfect and I j-walk a time or two. Not very smart of any of us to do that..case in point.

My thoughts and prayers go out to the true innocent victim of this accident, the person driving the truck who hit the young man, and the young man's family who is forced to suffer through this situation.

Anyway you look at it, he had no business "J-walking" which is the term used for crossing outside of the crosswalk. By the way, "J-walking" is a misdemeanor so he was breaking the law.

I will not make reckless conjectures about this pedestrian, but I have many times witnessed a young person wearing a cap with its bill off to the side, as if he were a clown, talking on the phone and holding his pants up while crossing the street, not looking up to see whether he was safe in the crosswalk.
This sight wasn't an exception.
The super slow thing caught my attention to. That just annoys the crap out of me when someone walks really slow while crossing the street. I am not talking about the disabled or elderly, that is perfectly understandable. Plus its not usually them that do it, its the teens and twenty somethings. They walk like they are dragging a 1000 lb boulder behind them or like perhaps they are intentionally crossing the street as slow as possible to piss everyone off. I dont get it. When I cross the street I want to get the heck out of the way as quick as possible to minimize the risk of getting hit.
